J&K Govt to Review Sports Quota Appointment Rules

JAMMU: The Jammu and Kashmir Government will constitute a departmental committee to review the Appointment of Outstanding Sports Persons Rules, commonly referred to as S.O. 12 of 2022, read with S.O. 412 of 2023, the Department of Youth Services and Sports said on Wednesday.

The committee will examine the relevant provisions of the rules, issues arising during their implementation and suggestions received from stakeholders before making recommendations in accordance with the law.

According to the department, the broader objective of the review is to ensure fairness, transparency and merit in the appointment of outstanding sportspersons. The review will be prospective and will not, by itself, cast any aspersion on candidates who were selected under the rules applicable at the time of their selection.

The decision follows concerns and representations received by the department regarding the existing rules. Minister for FCS&CA, IT, Youth Services and Sports, Science and Technology Satish Sharma had earlier heard the grievances of several sportspersons on June 24, 2026.

Subsequently, a delegation of senior government officers met protesting sportspersons and took detailed note of their concerns. The government acknowledged the demand for a review of the existing framework while maintaining that selections already made under S.O. 12 of 2022 and subsequent applicable amendments and instructions had been processed in accordance with the rules.

The department said all grievances and representations concerning the selection process would be examined objectively and in accordance with the applicable rules and established procedures.

“No genuine grievance will be ignored or left unattended,” the department spokesperson said, adding that each case would be considered on its facts and merits without compromising the integrity of the selection process.

The spokesperson clarified that examination of a grievance would not, by itself, imply acceptance of any allegation or establish irregularity. Appropriate action, wherever warranted, would be taken only after due examination and verification.

The department also reiterated its commitment to implementing the applicable Transfer Policy uniformly. It said the Youth Services and Sports Department would review the existing stay position of employees and take necessary measures to ensure compliance with prescribed norms, while keeping administrative requirements, applicable rules and legitimate exemptions in view.

The government reiterated that the review process aims to ensure fairness, transparency, accountability and adherence to the rule of law while protecting the legitimate interests of all stakeholders.

The department also appealed to stakeholders to submit factual and verifiable information to the competent authorities and refrain from drawing conclusions or making allegations until the prescribed examination and review processes are completed.
