Stockholm: The Swedish government has announced an additional SEK 1.4 billion contribution to the World Bank’s new crisis facility for Ukraine, enabling fresh loans worth approximately SEK 4.2 billion to support the country’s reconstruction, economic recovery and resilience amid Russia’s ongoing war.
The funding will be channelled through the World Bank’s Special Program for Ukraine Recovery (SPUR) 2.0 under the newly established IDA Crisis Facility 2.0, approved by the World Bank in June 2026.
Sweden said the contribution would help Ukraine sustain essential public services, including healthcare, energy, education, agriculture and transport, while supporting long-term economic reforms and the country’s path towards European Union membership.
Minister for International Development Cooperation and Foreign Trade Benjamin Dousa said Ukraine requires continued international support to maintain critical services and strengthen its resilience, adding that the assistance would help finance new World Bank loans for the war-torn country.
Government leaders described the package as an investment in Ukraine’s future as well as in European security, stressing that strengthening Ukraine’s economy is vital for its recovery and its ability to withstand Russia’s aggression.
Since Russia launched its full-scale invasion in February 2022, the World Bank has provided more than USD 90 billion in financial support to Ukraine, making it one of the country’s key development and reconstruction partners.
Sweden noted that, through the World Bank’s financing model, every Swedish krona contributed can leverage up to three times its value in loans for Ukraine. The latest contribution comes in addition to a Swedish government guarantee announced in May 2026, which enabled World Bank lending of around SEK 2.5 billion to Ukraine.
The new IDA Crisis Facility 2.0 succeeds the previous programme that operated between 2023 and 2025. During that period, Sweden contributed SEK 720 million, helping mobilise around USD 6 billion in World Bank loans for Ukraine. (Swedish Government).
