SIA Executes Proclamation Against Absconding Narco-Terror Accused in Kupwara

Srinagar, Kashmir (India): The State Investigation Agency (SIA), Kashmir, has executed proclamation proceedings against an absconding accused involved in a cross-border narco-terror case linked to the smuggling of heroin from a Pakistan-based terror network.

The proclamation was carried out at the native residence of Bilal Shabir Awan, son of Shabir Ahmad Awan and a resident of Dildar in Tehsil Karnah, Kupwara district, in the presence of the Executive Magistrate and independent witnesses, in compliance with the orders of the competent court.

According to SIA officials, the case was originally registered at Police Station Parimpora, Srinagar, in January 2025 following the seizure of a substantial quantity of heroin during a naka checking operation at Barthana in Srinagar.

During the investigation, the case was transferred to SIA Kashmir, which uncovered a well-organised cross-border narco-terror network allegedly involved in trafficking narcotics to finance and facilitate terrorist activities in Jammu and Kashmir.

Subsequently, provisions of the Unlawful Activities (Prevention) Act (UAPA) were invoked in the case. SIA Kashmir has already filed a charge sheet against seven accused persons, who are currently facing trial before the competent court, while further investigation into the larger conspiracy is underway.

The agency reiterated its commitment to dismantling narco-terror networks and ensuring that absconding accused are traced, apprehended, and brought to justice. Officials said the execution of the proclamation reflects SIA Kashmir’s continued efforts under the “Nasha Mukht Bharat Abhiyan” in Jammu and Kashmir and its determination to pursue all legal measures against individuals attempting to evade the law.
