Ladakh Approves Notor Land Rules, Grants Rights Up to 10 Acres

Leh: Ladakh Lieutenant Governor Vinai Kumar Saxena has approved the Ladakh Autonomous Hill Development Councils (Notor Regularization) Rules, 2026, paving the way for the regularization of long-pending Notor land cases across the Union Territory.

The decision is expected to benefit thousands of genuine landholders and facilitate the legal utilization of more than 60,000 acres of Notor land. Under the new rules, eligible landholders can receive ownership rights for up to 10 acres, while land beyond 10 acres may be allotted on a leasehold basis.


The regularized land can also be mortgaged with banks for loans, while provisions have been made for changes in land use. The rules further provide for one-time regularization of Notor land held before October 27, 2020.


The authority to allot Notor land will be vested with the respective LAHDCs across all seven districts of Ladakh. The rules will be placed in the public domain for two weeks for consultation before final notification.


LG Saxena described the move as a historic step aimed at providing legal certainty, economic empowerment and opportunities for balanced development in Ladakh.
