Dug Well Project in Panjgrain Nagrota Yet to Start Despite Fund Releases Through Official Communications

₹2.55 lakh sanctioned via multiple orders in 2025; no ground work yet, locals seek accountability

Jammu, The construction of a dug well at Morah Manna in Panchayat Panjgrain, Block Nagrota, District Jammu, remains stalled on the ground despite official communications, fund releases, and inter-departmental transfers recorded during the financial year 2025–26.

As per official BEAMS records, the project titled “Construction of Dug Well at Morah Manna Panchayat Panjgrain, Block Nagrota, District Jammu” was approved under the Tribal Welfare infrastructure scheme, with administrative control vested in the Commissioner Secretary, Tribal Affairs Department.

The funding process began with an official allotment issued by the Finance Department on 23 July 2025 vide Order No. 30/CAPEX/RELEASE/FD2/Finance-BE/2025-2026/7/23, releasing ₹1.50 lakh in favour of the Commissioner Secretary, Tribal Affairs Department. This was followed by a departmental allotment on 29 July 2025 vide Order No. 30/CAPEX/RELEASE/FDASWD2/AdmSecretary-BE/2025-2026/7/7 for the same amount.

Subsequently, the funds were transferred through official channels: from the Tribal Affairs Department to the District Development Commissioner, Jammu on 31 July 2025 (Order No. 30/Capex/Transfer/BCASWD14/CtrlOfficer-BE/2025-2026/7/14), then onward to the Superintending Engineer, Hydraulic Circle Jammu on 22 August 2025 (Order No. 03/Capex/Transfer/DDCJMU/CtrlOfficer-DDC-BE/2025-2026/8/129), and finally to the executing Rural Civil Division on 23 August 2025 (Order No. 23/Capex/Transfer/STJPHE0019/DDO-BE/2025-2026/8/34).

A second tranche of ₹1.05 lakh was released on 30 October 2025 by the Finance Department vide Order No. 30/CAPEX/RELEASE/FD2/Finance-BE/2025-2026/10/85, followed by a corresponding departmental allotment on 31 October 2025 (Order No. 30/CAPEX/RELEASE/FDASWD2/AdmSecretary-BE/2025-2026/10/33). The amount was again routed through the Commissioner Secretary, Tribal Affairs Department to the District Development Commissioner, Jammu on 01 November 2025 (Order No. 30/Capex/Transfer/BCASWD14/CtrlOfficer-BE/2025-2026/11/66), and further to the Superintending Engineer, Hydraulic Circle Jammu on 15 November 2025 (Order No. 03/Capex/Transfer/DDCJMU/CtrlOfficer-DDC-BE/2025-2026/11/311), before reaching the executing agency on 19 November 2025 (Order No. 23/Capex/Transfer/STJPHE0019/DDO-BE/2025-2026/11/71).

In total, ₹2.55 lakh has been sanctioned and transferred for the project through a structured administrative chain involving the Finance Department, Commissioner Secretary Tribal Affairs, District Development Commissioner Jammu, and the Superintending Engineer, Hydraulic Circle Jammu.

Despite the completion of financial formalities and fund transfers, no physical work has commenced at the site. Residents of Morah Manna have expressed concern over the delay, stating that the project is essential for meeting drinking water needs in the area.

The situation raises questions regarding execution-level delays, including possible issues in tendering, technical approvals, or contractor mobilization. Locals have urged authorities, including the District Administration and the Tribal Affairs Department, to review the matter, fix responsibility, and ensure immediate commencement of the project.
